Clean Air Act

Introduction:

The fresh air considered one of the most important components to represent a perfect environment. The United States and all the other countries decided to work hard in order to reduce the most important problem new days which is the air pollution. Most of the countries around the world have a big issue with the environment, especially, the air pollution. Having clean and healthy air pollution is important to every one because it’s reduce the number of deaths and improve the economics and the education in the country.

The Clean Air Act is a United States federal law designed to control air pollution on a national level. The Clean Air Act was the first major environmental law in the United States to include a provision for suits. It requires the Environmental Protection Agency (EPA) to develop and enforce regulations to protect the public from airborne contaminants known to be hazardous to human health. This Law authorizes EPA to establish National Ambient Air quality Standards (NAAQS) to protect health and public welfare and to regulate emissions of hazardous air pollutants.

· The goal of CAA was to set and achieve National Ambient Air quality Standards (NAAQS) in every state by 1975.

· Major amendments to the law, requiring regulatory control

· - Illinois Citizens for Clean Air and Water - coalition of farmers and other citizens to reduce harmful effects of large-scale livestock production methods.

· - Clean Air NY.

· Oklahoma

· - "Breathe Easy" - Oklahoma Statutes on Smoking in Public Places and Indoor Workplaces (Effective November 1, 2010).

· Texas

· - Drive Clean Across Texas.

Air Quality

Clean Diesel Campaign

(includes Clean Construction USA, Clean Ports USA, Clean School Bus USA, Diesel Retrofit)

The National Clean Diesel Campaign (NCDC) builds on the success of its regulatory and non-regulatory, innovative efforts to reduce emissions from diesel engines. The NCDC is working to reduce the pollution emitted from diesel engines across the country through the implementation of varied control strategies and the sustained involvement of national, state, and local partners.

Combined Heat and Power Partnership The CHP Partnership is a voluntary program seeking to reduce the environmental impact of power generation by promoting the use of environmentally beneficial combined heat and power (CHP). CHP, also known as cogeneration, is an efficient, clean, and reliable approach to generating power and thermal energy from a single fuel source. By installing a CHP system designed to meet the thermal and electrical base loads of a facility, CHP can greatly increase the facility's operational efficiency and decrease energy costs. The Partnership works closely with energy users, the CHP industry, state and local governments, and other clean energy stakeholders to facilitate the development of new projects and to promote their environmental and economic benefits.

Community-Based Childhood Asthma Programs

The Community-Based Childhood Asthma Program is a voluntary public-health outreach program designed to reduce adverse health outcomes and the economic burden due to asthma by promoting best practices, which integrate control of environmental triggers as a component of comprehensive asthma management. The Program helps people with asthma, and their families manage environmental triggers in their homes; reduces children's exposure to indoor asthma triggers at schools and day care centers; and promotes the control of environmental triggers in conjunction with medical treatment as a component of a comprehensive asthma management plan.

EnergyStar

ENERGY STAR is a joint program of EPA and the U.S. Department of Energy that helps American businesses and consumers save money and protect the environment by investing in energy efficient products and practices. Through the ENERGY STAR program, EPA has partnered with thousands of organizations across the residential, commercial and industrial sectors to increase the sales of energy efficient products bearing the ENERGY STAR label, raise energy efficiency standards for new home construction and existing home renovations, and improve the efficiency of commercial and industrial facilities through strategic energy management practices.

Green Power Partnership The Green Power Partnership is a voluntary program that encourages organizations to buy green power as a way to reduce the environmental impacts associated with purchased electricity use. Purchasing electricity that is generated from clean, renewable resources such as solar, wind, geothermal, biomass, and low-impact hydro facilities is one of the easiest ways for an organization to reduce the environmental impact of its electricity use. Through the program, EPA provides partners with expert advice, tools and resources, and opportunities for recognition.

Green Racing Initiative

Working with SAE, EPA created a work group that has developed a set of draft voluntary protocols that will turn racing into a laboratory for energy efficiency and reducing greenhouse gasses and auto emissions without slowing the cars or spoiling the sport.

High GWP Partnership Programs (Includes- SF6 Emission Reduction Partnership, Voluntary Aluminum Industrial Partnership (VAIP), SF6 Emission Reduction Partnership for the Magnesium Industry, EPA's PFC Reduction/Climate Partnership for the Semiconductor Industry)

EPA's Voluntary High Global Warming Potential Programs provide public-private industry partnerships that substantially reduce U.S. emissions of high "global warming potential" (GWP) gases. These partnerships involve various industries that are developing cost-effective improvements in their industrial processes to reduce emissions of perfluorocarbons (PFCs), hydrofluorocarbons (HFCs), and sulfur hexafluoride (SF6) - all particularly potent greenhouse gases.

Indoor Air Quality Tools for Schools Comprehensive program for indoor air in schools.

Labs 21 Labs 21 is a voluntary program that saves money at laboratories while improving our environment. Laboratories require tens of millions of dollars worth of energy to run and add tens of thousands of pounds of pollution to our air, soil and water. EPA and the US Department of Energy are helping new and retrofitted laboratories cut their energy costs and reduce environmental damage. The goal is to create energy self-sufficiency for all EPA labs, modeling these savings for other science labs throughout the country.

Radon Risk Reduction

The radon program emphasizes reducing radon risks in homes located in identified high radon areas through focusing on key targets of opportunity, such as real estate transactions and new home construction. The program thereby attempts to maximize the number of homes with radon reducing features, thus minimizing the second leading cause of lung cancer.

SmartWay Transport Partnership To improve the environmental performance and fuel efficiency of the US freight sector (truck & rail) through the use of a voluntary market incentive system, that encourages retailers/end users to choose trucking and/or rail companies that are environmental leaders in their respective industry segments.

Japan:

The Japanese government had begun to make strict regulations against air pollution after The U.S made its Clean Air Act in 1970. And the most polluted city in japan is Tokyo. Companies invested money into Japans Clean Air Act and beginning to create more possibilities for more efficient and productive producers. The investment the companies have made into the project created better production for pollution control technology. Japan created their own Clean Air Act after the United States created theirs by 1972. Reaching 1978, Japan reached their goal of creating the better and cleanlier automotive vehicles. Therefore making Japans international market of the automotive industry increased because of the improvements.

Iran:

One of the most air piloted cities in the entire world is Iran. The issue that caused this major problem is the 8 years war between Iran and Iraq. After the Islamic revolution, the government decided to fix this problem. Also the air pollution is a is a fact of the over population in a small country (10 million). Some of the supporter companies. The air pollution coursed by SO2, NOx react with the water or the rain and causes hard breathing. So, the horrible air pollution makes breathing very difficult. SO2, NOx can react with rain/ water (H2O) and other chemicals in the air to from very dangerous things like nitric acid or Sulfuric Acid (H2SO4) which make breathing very difficult. Finally, at one of the article in an Iranian newspaper, they said there is no solution for this huge issue currently.

India:

In India the government works hard to make the environment cleaner and healthier by agenesis and work with many US agenesis supporter companies. The major cause for the air pollution is the over population. Many people use cars and it also cause the black carbon and it effects the environment badly. More over, the black carbon can be in the air for week or more. Also in Mumbai they started to reduce the air pollution by putting certain places to the smokers to avoid the environment damage.

United States:

The United States environment was more polluted than now. They are paying a lot of money to reduce the bad effects from the air pollution. Many cities republicans believe that CCA hurts economics, it costs too much, it is require more technology to make sure that the air stays clean. As we mention above there is many agenesis ageist the air pollution problem in all over the states.

Similarities between Iran, japan, India and the US.

· Both US and Iran have over population and this is the major issue that can cause air pollution. The most important thing caused the air pollution problem is the 8 years war between Iran and Iraq.

· In Mumbai India, they are trying to reduce the air pollution by putting certain places to the smokers. Same as the US for example in the libraries and in public places.

· The Japanese government had begun to make strict regulations against air pollution after The U.S made its Clean Air Act in 1970.

Comparing between US, Iran, Iraq and Japan, India:

The Clean Air Act should be implemented and maintained effectively around the world. The US has the distinction that it has enforced the cleaning act without waiting for the problem to increase and affect its citizens. It is quite different as compared to other countries like Iran. We see that Iran stood on the top of the polluted countries’ list and after reaching to the destruction position; they formulated and implemented their Clean Air Act. On other hand, Japan executed its Clean Air Act after the US started taking strong actions against the pollution and the factors contributing to the pollution. Furthermore, in India, there have been no serious measures taken so far. They have formulated a Clean Air Act but the country is still suffering with a high percentage of polluted air and it is resulting in several types of diseases in living beings. The United States is the pioneer in putting into practice the Clean Air Act with the effective efforts of Environmental Protection Agency (EPA). The American government is spending millions of dollars to provide its citizens a safe and healthy environment which is in high contrast to the budget fixed by the governments of Iran, India and Japan.
