Assessment and Classification of Inmates

The prison is designed to isolate inmates from the surrounding community in order to lower the risk to the community. The prison is broke down into three levels with the first level designed for nonviolent and first time offenders and the third level designed for the most violent offenders. Through the separation of inmates the security staff has better control over the prison. Through the prison Reception center prisoners are assessed for their risk as well as their needs and then classify the inmate in order to place them in the right level of the prison.

High Cost to the Taxpayer

One of the greatest weaknesses of the San Quentin State Prison is the problem of overcrowding. The prison is originally designed to house 3,082 inmates but currently houses well more than 5,000 inmates. Due to extreme overcrowding the danger to the prison staff and the inmates is increased and the cost to the taxpayer soars. Due to the recession the prison has faced major budget cuts and the burden to make up these losses falls to the taxpayer.

The director of the prison is responsible for declaring the emergency and will alert the jail administrator to activate the emergency plan. The jail administrator will establish written polices and communicate plan to key personnel. The Field Operations Director is responsible for alerting staff and alerting agencies and establishing a command center (ODRC, 2011). The Field Operations director coordinates the effort and assigns responsibilities to personnel.

Correctional Staff

The critical response team is made up of highly skilled correctional officers that penetrate the prison and control violent or dangerous situations. The hostage negotiation team is responsible for mediating any hostage situations and establishing protocol. Assisting agencies are called in the event of a fire or in order to assist the emergency response team in searching for an escaped inmate or in controlling a riot. Correctional officers assigned to the team are responsible for securing the perimeter and assisting in controlling dangerous situations.
