PERFORMANCE STANDARDS: NFPA 1021 4.2.1,4.6.1, 4.6.2, 4.6.3 OBJECTIVES 1. Compare and contrast the various processes to sizing up an incident.
2. Analyze the components of an incident action plan.
3. Outline tactical safety considerations in the event of an emergency.
4. Appraise the relationship between the causes of fire and fire classifications. INSTRUCTIONS The following exercise consists of a fire scenario where you will be expected to make tactical decisions and complete a narrative report. For this scenario, you may only use the personnel and equipment from your department who would be dispatch on a first-alarm assignment . SCENARIO The time is 2215 on September 23, and the weather is typically mild with a light breeze out of the south. Your engine company is dispatched to a structure fire at the Nelson Glass Company, located at 1500 4th Avenue. The glass company is located in a run-down section of town that is a combination of residential and manufacturing. The business has been plagued over the past months with several small arson fires. Your engine company is first in and you notice the southeast corner of the building is fully involved, and the fire is spreading rapidly. NARRATIVE REPORT Your narrative report must include the following components:
I. Introduction: Include a general description of the structure, construction characteristics special hazards, manufacturing processes, and rescue problems.
II. Background: Description of the site, time of day, day of week, weather conditions, and any other contributing factors.
III. Fire department on-scene activities: Chronological narrative of on-scene activities. Include: incident command structure, breakdown of companies and their activities, tactical considerations, and outside agency involvement.
IV. Upon reporting to command, your engine company is given the tactical assignment to protect the residential exposures (southwest quadrant of the block) across the alley from the fire building. In the space provided below (add additional sheets if necessary), write out the instructions you will give your personnel to assure that your tactical objective will be met.
POST INCIDENT QUESTIONAIRRE Upon completion of your tactical assignment, you report to command. The incident commander directs you to prepare a post-incident analysis of your tactical assignment by completing the department’s post- incident questionnaire. The questionnaire will be forwarded to his office to be included as part of the department’s incident critique. He also directs you to conduct a critique of your tactical assignment with your crew. The post-incident questionnaire must contain the following components:
Assignment upon arrival
Actions taken
Outcomes of actions taken
Departmental procedure changes indicated by the incident
Any safety problems
Additional comments/observations Based upon information given in Section IV of this skill, the post-incident questionnaire, and your projected outcomes from Sections I, II, and III, write a critique commentary that will be reviewed with your personnel. NOTE: This entire report must be written on a separate document, double spaced, using Times New Roman, 12 pt font. You should also utilize APA style writing. This report is supposed to be a reflection of an actual report you would complete in the field and should be treated as a live exercise in the duties and responsibilities of a Fire Officer. .
