American labor union has played an integral; role in elevating living standards of America’s citizens. While political theorists argue that lobbyists have always abhorred the country’s revolution and industrialization effort, Mancur Olson's theories about special interest lobbying apply to the Eastover miners in Harlan County versus public sector union workers in more than a few ways. For instance; his asymmetry theory on the country’s incentives has helped in ensuring parity in distribution of resources.

According to Mancur Olson's theory a good government should go for the mass votes. For instance he argues that lobbying for sugar might result to subsidy of the production of the product. These costs are later dispersed to citizens hence; making their lives miserable.

In the quest to define why public sector union workers present an effective lobby whiles the Eastover miners do not, James Madison’s description of the system he used the derogatory term faction which reflected the group’s interest. According to the theorist, it is the nature of the Americans people to have unfavorable view of interest groups. Public sector union workers present an effective lobby while the Eastover miners do not because it has been established that their relationship between lobbyists and public figures is exceptional ad bribery free unlike other unions. Based on the aforementioned and documented evidence, it can be concluded that public sector union workers present an effective lobby while the Eastover miners do not because of its efficacy and the ability to balance the country’s economy in response to queries from citizens.
