Project Scope:

Project scope is to determine if the service member is at fault for the injuries or illness. Prescribes policies and procedures for investigating the circumstances of disease, injury, or death of a soldier. It provides standards and considerations used in determining line of duty (LD) status. That would process the necessary documents for the Line of Duty for soldiers

Project Purpose:

This regulation prescribes policies and procedures for investigating the circumstances of disease, injury, or death of a soldier. It provides standards and considerations used in determining line of duty (LD) status.

Project Objectives:

A LOD investigation is generally conducted whenever a soldier acquires a disease incurs a significant injury or is injured under unusual circumstances. There is a presumption that all diseases, injuries or deaths occur "in the line of duty - not due to own misconduct." A LOD investigation helps determine a soldier's entitlement to pay and allowances, accrual of service and leave time and, in some cases, disability retirement. A soldier receives these benefits only if the final determination is "in line of duty - not due to own misconduct."

Project Success Criteria:

To determine the overall success of processing the line of duty for the service members so that they can submit their document through VA for medical claims, each soldiers are assigned a Peblo that will help them gathered all documents that are need to send to the PEB to determined there eligibilities and it all depends if they come back and wants to appeal their ratings they would need to go back to the doctor to get a clear understanding about their medical conditions and submit a LOD.

Project High-Level Requirements:

The requirement for a Line of Duty would initiate first through the Doctor that the service member would see and then it would be forward to Patient Administration Division for the clerk to process all documents that needs to be process. Once all documentations have been signed and gather for the Commander signature then the documents would be send up to the Line of Duty Investigator to investigate whether the injury occurred during duty or not. Final signature is the COL, if it’s informal, then the CG it the investigation is formal.

Communications Plan:

The communication plan is to communicate through the service members of the documents that would be needed to process a line of duty, service members are instructed to bring any police report, medical documentations that would support his injury or involvement in a car accident and then DD Form 2173 is initiated. All involved individual member that would assist with the line of duty.

Quality Plan:

The plan for the line of duty is to make sure that all documentation is completed within the time frame that is given in AR-600-8-4. There is specific time frame that service members must be given to provide document of the injury. I would make sure that there is a tracking log of the individual service member that have turned in the medical document and track all documents that need to accompany the line of duty.

Stakeholders:

The stakeholder in this project would be I, doctors, and casualty assistant personnel; because there are proper channel that these documents must go through and when talking we are individual social security numbers that are passed through hands and that can become HIPPA violation.

A PERT chart is among one of the most useful tools that is used in ensuring that there is a proper scheduling, organization, and coordination of those tasks that are requires for a project. This was a methodology which was developed in the United States Navy in the middle of the twentieth century as a means of ensuring the proper management of the submarine missile system known as Polaris. It was during the same period that a similar system, known as CPM was developed for use in the private sector in matters concerning project management and it has been an essential part of the same since then. A PERT chart makes a representation of a project through a network diagram that consists of numbered nodes that are represented either as circles or rectangles (Icmeli, Erenguc & Zappe, 1993). These illustrations work towards the representation of the various events or milestones that have a direct effect on the depiction of the tasks that are in the project. One of the main aspects of this type of project representation is the fact that the direction of the arrows within it displays the sequence of the tasks which are to be carried out during the project.

The critical planning method, or CPM is one of the scheduling tools that is used in the management of projects in the private sector and it has come to be commonly used in the construction and aerospace industries. It is normally used in the planning, scheduling and coordination of the execution of the needed tasks that enable the fulfillment of the requirements of a particular project. It is normally because of the identification of discrete work activities required to complete the project and the relationship of those activities to one another that CPM becomes a very useful tool (Galloway, 2006). This is mainly because CPM scheduling allows for the determination of what activities are critical to completing the project; those that must be performed on their early start and finish dates to avoid any delay to the project’s completion. It helps in the recognition of those tasks which are not entirely critical to the project and this allows for there to be a delay in their implementation while at the same time working on those tasks which are most pertinent for the project, hence fewer delays.

A Gantt chart is a tool which is normally put into use when making an illustration of a project schedule, which include start and finish dates of activities and a summary of the activities which are required to make a project successful (Pankaja, 2005). The activities that are presented in a Gantt chart are useful in the formation of what is usually called the work breakdown structure of a specific project that is being undertaken by an organization. These charts can be used as excellent tools as a means of displaying the renewed schedule status using actual complete shadings and vertical line representing the actual date. It is a fact that Gantt charts are at times prepared in a manner which shows precedence in the activities and following activities and their relationships.

Conclusion:

All completed Line of Duty packets are turned in to the Casualty Affairs Office for final processing. It will be reviewed for completeness. Copies will be routed for placement in the Soldiers IPERMS. Casualty Affairs will provide Patient Administration a copy of all completed DA 2173. These documents will be stored in our IPERMS system should the service member or any official wanting the copies would be able to get one.

Costs, Risks and Procurement

Costs:

The cost depends on the percentage that is given to the members from VA for the injuries and what the military will be allotted to them as well.

Risks:

The risk that is associated with the line of duty is the injuries that service member would encounter during deployment like loss of limb, mortality, mva or any injuries that may occurred to a service member.

Procurement:

The requirement for this project is to acquired computer that is functional and copy paper, and time that you will need so that you can complete your LOD.
