Process Configuration
In some states, the process of issuing a motor vehicle operator license is similar to the serial process that diagrammed below. Each of the six operations is performed by a separate worker, so a total of six employees are needed to complete this task. Operations 1 – 4 are performed by clerks. However, operation 5 (photo) and Operation 6 (Issue License) must be performed by a trained photographer and a uniformed police officer, respectively. Operation 1 must be complete before any of the other operations can begin, and all other steps must be completed before Op 6 begins.
