Paper #2 Scholarly Review of the Issue Paper (75 points)

Criteria Comments Points Introduction: Initial paragraph to introduce the reader to the paper content and purpose of paper, include the geopolitical unit you are addressing. This should be a summary from Paper#1 to bring the reader up to speed.

Background: - Include a discussion of information found in research journals, policy reports, legislative/government and other quality websites. -Identify what past and current solutions have been proposed and/or enacted to address this issue. --In this type of paper, you should be aware of distinguishing facts from opinion. -Accurately synthesize and integrate the sources of information pertinent to the issue/topic. Synthesis involves critical thinking and integration of the main points of the source (journal article, policy reports, scholarly website etc.) and its relationship to the policy issue/topic. -Avoid the use of quotations.

Application: -Select the 4 most significant approaches/solutions. - Evaluate the recommendations/solutions by listing their pros and cons. You may use a table or bullets in a narrative to address each approach.

Conclusion: -Summarize the major points discussed in the paper that answer the purpose of the paper.
