Write or Polish my Proposal i need it to get accepted

The topic is: How Human Factors affect in Aviation Incidents and Accidents 

I have to do a proposal and get it approved, and then do the essay. The issue is the professor hasn't been accepting my proposal and he wants me to fix it 

I have attached topic and rubric. I have already done the proposal however he wants me to keep fixing it because he says I lack of analysis.
