Identify and explain the four stages involved as people move from  shelter into permanent housing. Compare and contrast what a renter  affected by a disaster  would expect to do vs. a homeowner. Take on the  perspective of one of the following and describe what you would do to  fulfill your obligations in housing recovery: Mayor, City Council  Member, Clergy, Case Manager, Governor, or FEMA official.
