Good description of a typical hospital policy about requiring an X-ray under certain circumstances. There can be a number of reasons for this policy, such as defending the organization against a malpractice lawsuit. These policies also increase the revenue and profits for the hospital, of course. This mix of legitimate reasons with financial performance results in an ethically murky environment.

The large bill that a patient receives as a result of policies like this can prevent them from seeking treatment when a health problem is small. The more severe problems caused by waiting are not in the patient's best interests. Do you think the flow of revenue from preventive practice is higher or lower than the revenue generated by more severe conditions?
