Looking at our current government, the vast majority of people in this country are likely to agree that the rule of law depends on the perceived legitimacy of public officials and that legitimacy is impossible without ethical and moral behavior. Discuss with supporting examples what can be done to cultivate ethical behavior in public officials, especially in the highest levels of government.
