Body-Worn Camera (BWC) Procedures
Given the increased application of BWCs, agencies have come to appreciate the need for a clear operating procedure that includes when to turn cameras on and how to handle the assets and/or evidence of the recording. Use of proper body-worn camera procedures ensures that police and the public are both well protected, with an objective record of police interactions, giving Criminal Investigations a positive tool to locate a pattern of police conduct and reducing disputes over what occurred during a police intervention (Haque, 2025).
This Standard Operating Procedure (SOP) will be used to ensure that consistent practices are followed when using, activating, managing, storing, and reviewing recordings from body-worn cameras. The SOP will detail officers' duties before, during, and after they come in contact with the public, mandatory activation requirements, when they should and should not stop, citizen privacy concerns, evidence preservation, supervisor review, officer equipment maintenance, and documentation requirements. It will also give instructions on how to react to machinery slipups, request packing up video footage, and be compliant with the relevant state and federal rules and regulations for digital evidence and public records.
Furthermore, the SOP will define how supervisors will be audited, how employees will be trained, retention plans, and the consequences for any employee who fails to adhere to it. These procedures will help to standardize the process and ensure that recordings are appropriately secured, available for investigation and are not able to be accessed, altered or disclosed. The uniformity of body-worn camera procedures boosts constitutional policing through increased officer accountability, better evidence management and fair investigative practices, and by reducing community distrust of police.
With this ongoing shift in citizens' expectations towards openness in policing functions, there is a vital need to have in-depth operational processes or policies that give police agencies a degree of transparency and accountability while maintaining privacy protection (Irvita & Asriani, 2025). A robust and developed Body-Worn Camera SOP offers officers clear expectations throughout their operations, ensuring that civil liability is limited, professional expectations are improved, the integrity of evidence is upheld, and best practices in policing serve to enhance public confidence and the confidence of officers.
