War Ethics

The bombing of Hiroshima on August 6, 1945, was described in Sarah Stillman's article, as well as the immediate effects on Tomiko Shoji, who survived the blast. Should technological advancements influence military ethics? Should scientists and governments create modern war ethics, given the existence of increasingly evolving innovations in military developments?
