In this assignment you will design, describe, and justify the needs assessment method(s) you will use in your final paper. This will be the needs method you would use to generate and collect data to create an effective program evaluation proposal for the organization you intend to evaluate. For guidance on selecting the most logical, effective, and robust methodology, first look to Chapter 6 in the McDavid et al. (2019) textbook for the fundamental explanations and uses of needs assessments: preassessment, needs assessment, and post assessment. Also review Appendix A: Case Study, “Designing a Needs Assessment for a Small, Nonprofit Organization” found at the end of Chapter 6 of the text. Then, utilize your research skills to locate additional appropriate scholarly sources that focus on criminal justice or related topics to develop a workable, logical methodology for your needs assessment proposal. The methodology should be suitable for inclusion in a presentation designed for a criminal justice professional setting. This assignment can later serve as the methodology section in your final paper if you so choose, so make certain to include any term that will be included in the evaluation. For additional guidance on determining evaluability, look to your McDavid, et. al., (2019) text.

In your paper,

· Define the essential terms that will be used in your final paper. (For example, if you plan to create a proposal for a given police department policy to reduce crime, you must define what you mean by the term  crime.)

· Examine how you will utilize needs assessments to formulate the foundation for your proposal, focusing on all three components: preassessment, needs assessment, and how post assessment information will be categorized and utilized.

· Describe what your proposal will evaluate in your final paper.

· Describe how you will determine the evaluability and measure the effectiveness of the policy or program you are evaluating, ensuring to discuss both qualitative and quantitative measures and potential outcomes.

· Address the impact of any political or ethical issues that might be associated with your needs assessments.
