Thesis on U.S. Urban poverty

Apparently my thesis below was too broad. Can you please re-write and focus on urban U.S. poverty, lack of government support, and demographic inequality within poverty. 

The United States should re-address urban poverty policy because it currently affects 14.7 million children, impoverished black children have the highest rate than other demographics, and analysis indicate that 20% of the children living in the U.S. currently live in poverty.
