Highlight the governance structures outlined in the National Infrastructure Protection Plan (NIPP) and the roles of the United States Computer Emergency Readiness Team and the Industrial Control System Emergency Response Team.

In addition, include a policy memorandum to the secretary of the Department of Homeland Security describing the mechanisms identified in the National Infrastructure Protection Plan (NIPP) for developing and sustaining public–private partnerships. Make and justify recommendations for improvement.
