1. Historical      analysis of issue

2. Explanation      of how evidence from the literature supports the need to address this      issue (Note: Include appropriate resources.)

3. Past      attempts by various individuals and groups to address this issue

4. Stakeholders      who should be included in the strategic planning process

5. Financial      implications for the organization
