What is helpful in this exercise is to select a specific interagency task force and select two terms that might be useful. Very few interagency task forces are of interest to the executive. In fact, most of these task forces exist for the sole purpose of sharing information between various agencies or political entities. 

I think you have taken a broad approach to the problem. That is OK. But take a more narrow view. Look at the Great Lakes Task Forces (http://northeastmidwestinstitute.attckstaging.com/?p=578). These have been around since the 1980s primarily to set controls on water use by various states. They also look at environmental issues. Look at the website.  What are the strengths and weaknesses of this approach to resource management?
