The Center for Employment Opportunities (CEO) is an example of a reentry program that is based on a direct partnership between a state correctional agency and a community-based nonprofit organization. The CEO works with the Department of Corrections and Parole Departments in different states to provide transitional employment, job preparation training, and case management to individuals returning from incarceration. Referrals are generally made by correctional or parole facility staff, who connect released individuals with the CEO before or immediately after release, creating an official process for the transition between the institutional and community phases of reentry. This model demonstrates how inter-agency collaboration can increase the reach of correctional systems beyond release, addressing needs that are not structurally within the department of corrections' ability to meet on its own, like continued employment placement and workforce reintegration services.
Significance
CEO is important because it exemplifies a service integration model where the responsibility for reentry is shared across the various systems, rather than being the sole responsibility of one agency. This framing is justified by evidence on interprofessional collaboration within the context of reintegration, with inconsistent application of the terms interdisciplinary, cross-agency, and interagency showing that there is broader confusion around how collaboration across systems is conceptualized and applied in post-release programming (Larsen et al., 2022). (2025) identified that support provided by social services and involvement in support services, as well as the possibility to attend rehabilitation programs after release, were associated with improved reintegration outcomes. This underscores the reason administrators should not treat community partnerships as an add-on but should integrate them into actual reentry plans.
Correctional administrators considering models such as CEO need to consider how well the referral pipelines have been formalized, how the outcomes are measured in a joint agency, and whether funding obligations are sustainable enough to ease long-term cooperation. With such factors taken care of, interagency collaborations have the potential to significantly decrease recidivism by bridging the service gap between institutional release and community stability.
