 Overall I think the federal government has the greatest impact on American citizens. The federal government controls the actions of local and state governments. The federal government sets majority of funding for state and local governments. The federal government gets majority of its money from employment taxes. Federal spending makes up for more then half of all government expenditures.  While the federal government takes our hard earned money by taxing us, it also gives back to others. The federal government funds programs like medicaid, social security, and food stamps.
