Discussion Topic: Regulating Resource Usage

U.S. businesses are attempting to reduce costs by substituting machinery for labor or by using foreign labor to produce their products. How does this affect American consumers? How does this affect American workers? Based on benefits and costs, should the government regulate these practices?
