Topic:  

Pick a specific topic that relates to public policy affecting data management, and

1. Define the topic area
2. Describe the problems arising from a lack of policy, and
3. Analyze the most promising ways new policy will be developed or has recently been enacted to address the problems

• A minimum of 5 pages (includes the title page, abstract and references).
