This is from the professor:  The two biggest issues I get from the next assignment is this; Yes, there is always a budget analysis. Simply saying there is not a budget analysis is NOT completing the assignment. So yes, there is research on your end.  Second, in the Conclusion, I am looking for your personal opinion on whether you YOU support the policy or not when you give your recommendation to you supervisor. I think both are pretty straight forward but again, I see most of the points taken off in those two areas.
