a. describe the program and the organization's history (1 page)

     -introduce the agency and give a brief description of their services. Provide detailed information about the specific intervention/program you are assessing.

b. provide a literature review of the problem and different evaluation methods used in the past to study this issue (1 page)

      -use journal articles, government data, and news articles, or data from your agency to provide details about the problem at your agency

c. identifying the program evaluation problem (1 page)

     -give specific details of any meetings with staff of your agency; what did you learn that they wanted to have addressed? what is the specific problem you are aiming to address with this evaluation?

     -What is the research question your evaluation is trying to answer?
