Public-Non Profit Evaluation

Write a 2-3 page memorandum explaining to the lay person what the statement “RCTs are the Gold Standard for evaluation” means and what is important understand before commissioning an evaluation using an alternative method. You can use a narrative or alternative format for the memorandum.

Assume the lay person works in a public or non-profit organization, and has been told that they have to make sure their program has a "high-quality evaluation" within 1-2 years.  You can choose the role of the lay person in the organization -- please clearly identify their role in the course of your write up.
