 For this week, discuss at least one example of when public safety organizations may feel compelled to engage in practices like employee surveillance or to be guided by overly restrictive policies concerning what is "personal benefit" out of a perceived ethical obligation to citizens to be good steward of physical and human resources.  Be sure to cite sources that shape your views.
