Proposal Argument Research Essay

I have a proposal argument research rough draft essay that needs to be fixed. 

The essay does not outline the problem nor does it explain the solution of how the problem would be fixed. There are also too many citations. It needs to be 1500 word essay. With a reference page for quotes and citations. And 100% authentic.

I need for someone to know and understand what a Proposal Research Argument Essay is please. 

I would still like for the essay to be based upon the subject matter provided since I've already turned in the rough draft portion of it.
