The policy issue identified in my Week 1 Assignment is the abortion public policy issues in Kansas. 

Please write a 700- 1050 word proposal on how you will change this public policy issue. Within the proposal please:

Analyze the effect that environments have on the success of your policy plan.

Identify the internal and external environments that have influence on your proposal process.

Identify any ethical considerations that must be acknowledged before the project may begin.

And lastly, elaborate on the numerous benefits of implementing a change through this public policy issue.

Needs to be in APA format with at least 1 reference.
