 The administration of a prison and prisoners is a very unique situation that most individuals will never experience. With that said, should judges with no experience in dealing with this specific area of the criminal justice system determine what is best for the prisoners or should  prison administrators who have the experience and understanding of the system and security issues determine what is best for the prisoners?
