Actions is an excerpt of a study of police attitudes regarding the abuse of authority and use of excessive force (the full document can be found hereActions , in case you're interested).  I will also provide you with this one (Links to an external site.). Using any of these documents (you do NOT have to use both), and anything else (provided you use citations)

1) Suggest a criminological theory that might explain police abuse, and explain how that theory would explain the behavior, AND

2) discuss a few ways the document supports and/or undermines your theory, and whether or not you trust it AND

3) describe what else you might want to know in order decide conclusively if your theory explains police misbehavior AND

4) suggest a way to stop these events from occurring in the future.

4-6 pages.  This is a LOT of information for a SHORT paper-- avoid puffery, there's plenty to discuss.
