  Why I chose this topic: In this paper I will attempt to point out a few deficiencies in how the government 

determines what is a “qualified contractor” as well as flaws in the way a project is evaluated as successful or unsuccessful.

Phase 2 (5%):

Outline with brief comments (that describe what each section will contain) for final paper.

Title page with your name, the course name, title of paper, the date, and instructor’s name.

Include reference page with at least two references you plan to use in your final paper.

Submit the outline in the Assignment Folder.
