This reality that more older white folks vote than other groups is reflected in this ad that aired in the run up to the 2018 midterm elections:

This ad clearly links this reality to the strength of the Republican party, and specifically Trump's victory in 2016. Is there a link here?  Do these folks tend to vote Republican, and if so how come?  Did that change at all in 2018, and if so how come?
