Organizational System Change and Welfare Reform

When organizations are understood from a systems perspective, it is possible to see how policies and perceptions go from larger to smaller systems, therefore change within the larger system can impact change in smaller systems. According to the readings  on organizational change and systems models as well as outside readings/research, discuss some of the underlying values and beliefs that would need to change for Welfare Reform to be a "healthy" endeavor with semipermeable boundaries, open communication, and flexible change options?
