There are a variety of technologies that are essential to a criminal justice agency   (Computer Aided Dispatch-CAD and Mobile Data Terminals-MDT).  In   addition, there are a variety of issues that arise during the procurement and   implementation of new technology.  Which issue do you believe is the most  problematic during the procuring and implementation of a CAD or MDT  system?  Also, please explain how would you address this issue.
