The BREATHE Act is the policy change America needs

The essay should be a minimum of 1,500 words and approximately three sections. First section should provide a brief overview of the issue. Second section should describe some of the policy options or choices facing the government or American people. Final section should be the recommendations (what we should do about the problem or issue). Any outside sources should be cited on a separate page.
