1) Traditionally,  introduction to public administration courses are concerned with a generalized notion of "The Public.” During our semester each of you researched your own public before we discussed generally “The Public” in public administration.  Describe the difference between ideas of "The Public” vs. “publics”  in regards to understanding how different forms, values, and practices of democracy are engendered.
