SCOPE OF PRACTICE FOR THE PMHNP IN _________________________ Name of State: Florida Provide a link to the Board of Nursing website: https://floridasnursing.gov
1. What influenced you to consider the role of the PMHNP for your future practice?
The obvious need for psych care I’ve seen in my current practice and limited resources: long wait times for pscyh specialist referrals, limited number support groups, patient lacking education about psychiatric conditions, evidenced by stigma preventing patient to seek psychiatric care
2. As a PMHNP, you will be able to practice in your state with: o Restricted practice o Reduced practice o Full practice
3. What are the requirements to obtain/maintain prescriptive authority in this state?
filing of original signed protocols gives you prescriptive privileges.
To obtain prescriptive authority in Florida as a PMHNP, you must hold an active Florida Registered Nurse (RN) license, a master's or doctoral degree in a nursing specialty area, and national certification from an approved specialty board, according to the Florida Board of Nursing. Additionally, you must complete continuing education, including three hours every two years on the safe and effective prescription of controlled substances. You must also be compliant with electronic prescribing requirements.
The ability to prescribe controlled substances, even with a physician's protocol, is a key part of the PMHNP scope of practice in Florida
4. Does your state require any collaboration or supervision for PMHNP practice, including hours required immediately following completion of the program? If so, what are the guidelines?
HB 771, signed in 2024, amended the law to authorize certified psychiatric APRNs to practice autonomously in psychiatric mental health services, setting the effective date as July 1, 2024
Psychiatric nurses with two years of post-master’s clinical experience under the supervision of
a physician may, within an established psychiatrist’s protocol, prescribe psychotropic controlled substances for
the treatment of mental disorders and initiate an involuntary examination and provide related services as
permitted under the Florida Mental Health Act.
All APRN specialties are eligible for autonomous practice, however, only certified midwives are
currently authorized to practice any specific functions related to their specialty area without an
established physician protocol when registered for autonomous practice.
23 Psychiatric nurses may only
autonomously provide primary care-related services and must still adhere to an established protocol
with a psychiatrist when performing acts related to psychiatric mental health treatment.
For Registration as an Autonomous Advanced Practice Registered Nurse, the requirements are as follows and can be found in Section 464.0123, F.S.
1. You must hold a Clear, Active, Florida APRN License.
2. You must have completed at least 3000 clinical hours under the supervision of an allopathic or osteopathic physician within the past 5 years. These hours may include clinical instructional hours as faculty. See 464.123(1)(c), F.S. for complete requirements.
3. You must submit proof of three graduate-level semester hours (or the equivalent) in differential diagnosis, and three graduate-level semester hours (or the equivalent) in pharmacology completed within the last five years. Please click here for a description of equivalent courses.
4. You must not have been subject to disciplinary action as specified in s. 456.072, F.S. or s. 464.018, F.S., or any similar disciplinary action in any state or jurisdiction within the past five years.

5. Does your state have specific scope of practice guidelines for the PMHNP? Provide a summary of these guidelines and a link to where they are located.
A psychiatric nurse, who meets the requirements in s. 394.455(35), within the framework of an established protocol with a psychiatrist, may prescribe psychotropic controlled substances for the treatment of mental disorders.
Advanced Practice Registered Nurse (APRN) who has met the necessary requirements outlined in statute is recognized as a psychiatric nurse.
Pursuant to s.394.455(35), F.S., “Psychiatric nurse” means an advanced practice registered nurse certified under s.464.012 who has a master’s or doctoral degree in psychiatric nursing, holds a national advanced practice certification as a psychiatric mental health advanced practice nurse, and has 1 year of post-master’s clinical experience under the supervision of a physician.
In addition, Section 464.012(4), FS, references: (e) A psychiatric nurse, who meets the requirements in s. 394.455(35), within the framework of an established protocol with a psychiatrist, may prescribe psychotropic controlled substances for the treatment of mental disorders.
The new law allows a Psychiatric Nurse, as defined in Section 394.455, Florida Statutes, and working within the framework of an established protocol with a Psychiatrist, to prescribe psychotropic controlled substances for the treatment of mental disorders. Grounds for discipline or denial of a license for Psychiatric Nurses are described in Section 8 of the law. Advanced Registered Nurse Practitioners are now authorized to seek certification as Psychiatric Nurses through the Board of Nursing. Existing ARNPs who hold this certification can add it to their license by writing the Board, along with a copy of the certification, at [email protected] . A revised protocol agreement with a supervising Psychiatrist will also be required unless the ARNP indicates he or she does not intend to prescribe controlled substances as indicated above. New applicants for ARNP certification will submit documentation as part of the initial licensure process.
In addition, the bill amends Chapter 893, Florida Statutes, by revising the term “practitioner’ to include Psychiatric Nurses. The prescribing of medication on the premises of a pain-management clinic is still limited to a physician licensed under Chapter 458 or 459, Florida Statutes.

6. What is the legal title you are to use in your state as a PMHNP? ANCC recommends PMHNP-BC once you pass your boards. Does this suffice in your state or must you use additional credentials (i.e. APRN, ARNP, NP, etc.)
In Florida NP are legally recognized as APRN.
7. Describe the community where you plan to set up your practice as a PMHNP, including demographics? If you are not sure where you will be practicing, describe the community where you currently live.
• Name of the community: Homestead • Approximate population: 80,737 people • Would you consider your community rural or urban? It has both, but generally considered rural
• Is this considered a medically underserved community?
Reference: https://bhw.hrsa.gov/workforce-shortage-areas/shortage- designation
It is considered underserved community
8. In general, what resources are available for mental health services in your community? You can look at Healthgrades.com, google, or word- of-mouth to identify providers. For this assignment, provide the number of each type of service available. • Private psychiatric practices (physician or NP practices): 10 offices • Inpatient psychiatric facilities: 1 • Outpatient psychiatric services: 3 facilities • Geriatric-specific mental health services: 4 practices • Community mental health services: 3 • Pediatric/adolescent-specific psychiatric services: 4 • Crisis centers for psychiatric-specific emergencies: 2 • School-based mental health services: 2 • Substance-abuse treatment facilities: 6
9. Do you think there are adequate resources within your community for patients. Tell us why you feel this way
No there is not adequate resources
Homestead, Florida, is part of a bigger community called Miami-dade County with an approximate population of 2.7 million people
In the Spring of 2017, Florida’s Governor Rick Scott signed an executive order declaring a statewide public health emergency for the opioid epidemic.
2019 data indicates that the percentage of adults reporting binge or heavy drinking in Miami- Dade County and state is 18%.
There are only 4 crisis stabilization facilities in all Miami Dade. 2 of these facilities are in the Homestead area where I plan to practice. However, given the large population of Miami Dade county, and specifically of the Homestead area, those 4 facilities are inadequate to serve the entire community.
In 2020, there were only 1363 mental health counselors in all Miami Dade-County
