The severe differences in standardized reading test results between various
student demographics, especially those from disadvantaged families, ELL, and students
from minority racial and ethnic groups, are a significant problem in my current P–12
setting. These differences can hurt students' long term educational outcomes, increase
retention rates among other systemic problems, and are hurtful to each student's academic
performance. With limited access to reading interventions and a lack of instructional
strategies this can contribute to the main problem on standardized reading test. In our
school setting, there are very limited resources even with the curriculum that is being
used. This could possibly be the leading reason to poor results on the standardized
reading test.
To fully comprehend this problem, my needs analysis project will examine
various data sources, such as results from standardized reading tests, teacher surveys, and
qualitative information on instructional strategies and resource distribution. I will look
into the contextual factors that could be causing the achievement gap in addition to the
performance outcomes. This analysis will also consider how the gap is further widened
by the absence of equitable access to reading resources and culturally responsive teaching
practices. The ultimate goal is to develop a data drive, actionable recommendations for
improving reading achievement across all student groups and addressing retention
concerns by creating a more inclusive and supportive learning environments.

Describe Hunches and Hypotheses
Use a root cause analysis tool to generate hypotheses about the causes of the problem. - Explain how the hypotheses were generated by you alone or by leading a group in an exercise for this purpose. - Although field site processes should be the primary focus, also consider perceptions, demographics, student learning outcomes, and other factors.

Analysis includes at least two levels as defined by Bernhardt (from 2004 text). Identify the levels of analysis for your data using Bernhardt’s naming conventions. - Include all analysis results and present the results in a meaningful way.

Explain briefly the environmental/contextual factors potentially influencing or causing the problem. - These can be generated by you alone or by leading a group in an exercise for this purpose. - Include documents, artifacts, or other anecdotal information as evidence to support your claims.

Compare & contrast the quantitative & qualitative data gathered for your project. Describe how each informs the other. - List & briefly explain your results-based conclusions. - How will you use these results to improve your own and/or others’ educational practice? - Describe your plan & address the following components: •Strategy/Action •Person(s) Responsible •Resources •Timeline • Evaluation/Measurement of the Strategy/Action
