After you have created your new discussion topic, you are required to read and respond to a minimum of two (2) of your classmates discussion topics. Think of your responses in terms of a contribution to a dialogue, not a writing exercise or a chat room. Elaborate a single idea and keep your post short but concise as if you were holding a conversation with your classmate(s). Incorporate what you have learned from the weekly reading material and from your own real-world experiences. Don’t forget to use proper APA citations and references whenever necessary.
Hudson: In the event of a tornado there are many things that could go wrong. Growing up I lived in Kansas for a couple of years and during that time I remember dealing with many tornados. For many of us, we had tornado shelters and plans in place in the event that one struck. Sometimes even if you have a plan, it does not always go as planned and more damage than expected occurs, it is at that point that you need a place to retreat to. In the event of this tornado in the Midwest the residents took shelter at a local church. In this event there are needs that have to be met such as making sure everyone is fed and receives the proper care. There are many organizations that could assist with this but one non-profit organization that comes to mind that is known all over is the American Red Cross. For expert reference the American Red Cross mission statement is as follows, “The American Red Cross prevents and alleviates human suffering in the face of emergencies by mobilizing the power of volunteers and the generosity of donors” (Mission & Values, n.d.). When it comes to the need for feeding and taking care of a mass number of people the Red Cross would be the perfect organization because they would be able to provide donated and funded supplies as well as workers that volunteered to work and be there. There would be a large need for food and equipment and this organization would be able to help provide that as they are there to help in a time of need. With the ability to have workers on sight as well as the right equipment it would go a long way in assisting with response and recovery.

Patrick: With a large scale natural disaster, such as a tornado that damages a large portion of a community and displaces many residents, there becomes a need for aid and relief shelters around the whole community. In this scenario, I would reach out to the state and federal emergency management agencies and also to the Red Cross and ask for help in aiding the people in the relief shelters. Supplies such as food, water, and medical supplies would be the top priority, with comfort items and hygiene products being second priority. If all the aid requirements could not be met by the state or federal emergency management agencies or the Red Cross, I would reach out to the surrounding communities for aid and donations. Any private relief groups willing to help would also be largely beneficial to the effected community as well. Volunteers from the community or surrounding communities are also a great source of aid in times of needs, especially after a natural disaster, like a tornado.

Hudson: There would be many reasons why a case of the bubonic plague, also known as The Black Death, in an Emergency Room in New York would be a major red flag. The bubonic plague is a type of bacteria that is extremely dangerous. It can last briefly in the soil, years when frozen, one hour in the air, and one week in soft tissue (Ryan, 2016). The reason why that is terrible is because there is a possibility of person to person spread and New York has a high population of people and a high amount of foot traffic. Because this case was found in the hospital there is no telling how long he has had the disease and how many individuals he has spread it too who could spread it even further. There is a 100 percent survival rate for individuals who are treated early but the disease could have gotten out of hand without even knowing it making it a very serious situation for the hospital and community. To show the effect the World Health Organization (WHO) classifies it as a class 1 quarantinable disease (Ryan, 2016). There would be the need for immediate and serious reaction for the hospital as well to handle the situation and control the spread. This might consist of isolating the patient to reduce spread as well as performing contact tracing to do the best possible to figure out who might be in contact, the primary goal being to prevent and stop the spread of the disease. Because this disease is so serious and has the potential for an outbreak and global travel it is essential to stay on top of this case and do everything possible to control the disease and mitigate any future risks.

Audrey: The presence of even one case of smallpox would be considered an event of national and international significance because smallpox is a highly contagious and deadly disease that has been eradicated from the globe since 1980. Any case of the disease has the potential to spread quickly and cause a global pandemic. Therefore, it is essential for countries to remain vigilant and be able to detect and respond to any potential cases of smallpox quickly and effectively. Vaccines are the most effective way to prevent smallpox and all countries should ensure that their populations are vaccinated. Regular surveillance and testing are also vital to detect any cases of the disease in its early stages. Finally, countries have to be prepared to respond to any potential outbreak quickly and effectively. Any outbreak of smallpox could pose a serious threat to public health and security, as well as a potential bioterrorism risk. Smallpox has also had a major impact on world history, causing millions of deaths and changing the course of wars and colonization.

Book: M. M. Lowenthal (2022). Intelligence: from Secrets to Policy 9th edition. CQ Press.
Luis: The five major themes that have shaped the development of the U.S. Intelligence system are as follows: According to our reading materials, the U.S. intelligence system has been shaped by the need for secrecy and espionage since the emergence of the Revolutionary War when George Washington used spies to gather information about the British forces. The establishment of the Office of Strategic Services (OSS) during WW II and the CIA during the cold war. In brief the following themes were a necessary instrument of intelligence system: Technological Advancements, satellites (cold war), recently cyber intelligence and AI.
Legislation and Oversight came the creation of CIA an offspring of the NSA, the National Security Council and the Intelligence Reform and Terrorism Prevention Act of 2004 which in turn reshape the intelligence community following the 9/11 attacks. Threat Perception such as the cold war led to the creation of and establishing a strong emphasis on counterintelligence operation in order to combat the threat of communism, and as mentioned above, the 9/11 attacks shifted the focus towards counterterrorism. Last but not the least the balance of Civil Liberties and Privacy. This balance has its history since the creation of the constitution. Balancing national security with civil liberties and privacy has been a recurring theme. From the John Adams administration (1797 to 1801) to the present day with the creation of USA PATRIOT ACT (10/2001) which expanded intelligence gathering but at the same time it raised concerns about privacy and civil liberties.
As for its historical development, it included the establishment of the CIA in 1947 which was only a centralized effort, however, the Cuban missile crisis emphasizes the importance of accurate intelligence, and of course followed by the eventful day of 9/11, these historical changes in the intelligence community were a wakeup call to restructured and to better coordinate efforts against terrorism.
Threat-based foreign policy developments included the Cold War, which led to a focus on counterintelligence and espionage. The War on Terror post-9/11 has led to an emphasis on counterterrorism and intelligence sharing. The rise of cyber threats has led to a focus on cyber intelligence.
Juan: There are many major themes that have influenced and shape the development of the U.S. intelligence system. The following five Liberty and Security, Influence of the Cold War, Debate Over Covert Action, Consumer- Producer Relations, Heavy Reliance on Technology stand out the most to me for a couple of reasons. The theme of liberty and security to me is a very controversial theme and according to our reading it has been argued about for many years. In my opinion, there are times where liberty must be sacrificed to have security. There have been many instances throughout our time when Presidents and their administrations have gathered information to identify infiltrators and protestors. The Cold War supplemented the United States the need for intelligence capabilities. This week’s reading also highlights how because the U.S could not physically harm the Soviet Union and its allies it resorted back to gathering intelligence with remote technical systems.
A major historical development that had a great impact on the intelligence community and contributed to a reorganization in the same was the Iraq War. This is a perfect example how intelligence can be obscured by policy makers and government officials. George W. Bush administration was convinced that Saddam Hussein had Weapons of Mass Destruction (WMD) in Iraq. Therefore, intelligence gathered at the time supported this idea which drove the U.S to partake in a bloody war. Investigations of the intelligence used to support the Iraqi war pointed out that there was no evidence that WMDs existed in Iraq. Further-more there were zero WMDs found in Iraq during the duration of the conflict. This failure by the intelligence community drove to reforms intended to allow analysts to better evaluate sources and challenge a conclusion for possible bias.
