Louise Ferguson

Louise Ferguson, age 33, has recently become a grandmother. Her oldest daughter, Teresa, is a 17 year old unmarried mother. Today, July 27, is a significant day in their lives, as Louise and Teresa are applying at Milwaukee’s Welfare office to place baby Rufus’ name on America’s welfare rolls. He will represent the third successive generation in the Ferguson family to receive financial assistance. Louise had hopes of something more for her daughter.

At the age of 16, Louise became pregnant. Her parents talked her out of an abortion, and she gave birth to Teresa. Two months after the birth, she signed up for welfare at the urging of her parents and friends. It would only be temporary, she thought, until she could get a better handle on her life. She found going to school and caring for a baby to be too much work, so she dropped out of high school in her junior year. She no longer had the same interests as her former friends who did not have a baby to care for. At times Louise found it a joy to care for Teresa, and at other times the baby drove her up a wall. Louise went out as much as she could, when she had a little extra money and when she could find someone to babysit for her. Over the next 25 years, Louise had four other children. Only one of the five different fathers ever married her, and that marriage only lasted two and one-half years. He left home one day, complaining about children and responsibilities. He never returned, and Louise has never heard from him again. It was an interracial marriage. Her friends told her it wouldn’’t last.

Louise has tried a variety of jobs while on welfare – nurse’s aide, dishwasher, waitress, and service station attendant. She discovered that costs for transportation, clothes, and babysitting left her no better off financially than if she stayed home and received her monthly welfare checks. Life has been hard for Louise. She feels like a second-class citizen and a charity case for being on welfare and the way she has been and is being treated.

She has had to pinch pennies all her life to try to make ends meet. Countless days she has fed her children on beans and rice. She sharply regrets not being able to give her children the material things that many other children have. Sometimes she feels that people just don’t want her to make it, no matter how she tries. She lives in the ghetto and she thinks people judge her and her children based on where she lives. Her health is not good but she often postpones going to the clinic. 

Louise doesn’t know waht to do to make a better life for hershelf and children.
