Can you help me understand this?

What were the justifications given by state officials (Including employees of the institution) regarding the conditions at Willowbrook? What do you think was the real reason situations like Willowbrook happened?  Do you think it could happen today?  Why or why not? 

Do you think the film provided evidence of abuse of the “patients”?  If so, what abuses were evident and how would you characterize them—i.e., civil rights abuses, human rights abuses, neglect, etc.
