Master Public Administration paper

These papers provide an opportunity to apply course material to a question of concern in public administration.  In each of these papers, you will be asked to take a position on an issue of concern and craft an argument to support your position. These papers will be evaluated on the logical consistency of your answer with your evidence and the quality of your evidence.  These papers will be no less (note even a line) than 3-pages and no more than 5-pages (bibliography excluded).

Guiding Puzzle:  What ethical challenges are unique to the profession of Public Management?  Provide specific examples to support your answer.
