In an essay, define the individual mandate requiring everyone to have health insurance or experience tax penalties for those who fail to obtain coverage and subsidies for those with low incomes. 

Include: 

1.Research journals to identify how the penalty is assigned, and;

2. What the impact has been on those without coverage, and;

3.  Is there any evidence to indicate that the penalties are influencing the enrollment to the exchanges?

Supporting references required, along with APA or MLA format. 1 page and a half!!
