Community-Based Intervention for Juvenile Offenders (CBIJO)

Type of criminal/deviant behavior that the program targets:

The program was designed to curb juvenile delinquency related to property crimes, gang violence, and offences linked to substance abuse. It aims to assist a substantial number of vulnerable youth groups at risk of entering the criminal justice system, including both new and experienced juvenile offenders, with the goal of preventing further involvement in the criminal justice process. The program adopts a rehabilitative rather than a punitive approach, focusing on behavior modification and educational and social program for reintegration.

Goals of the program (3-5 goals):

· Reduction of Recidivism Rates: The plan aims to reduce the usual recurrence of offences among juveniles by employing proven intervention methods, including cognitive-behavior treatment (CBT) and mentoring schemes.

· Social Reintegration and Rehabilitation: The program provides education, vocational training, and life skills training to enhance employment prospects and reduce criminal behavior .

· Substance Abuse Prevention and Treatment: Addressing substance misuse issues through medical treatments, peer mapping teams, and individual guidance ensures a comprehensive approach to tackling criminal activity related to substance misuse.

· Community and Family Engagement: Enhancing the role of the community and family in rehabilitation holds individuals accountable, thereby reducing interactions with criminogenic influences.

· Mental Health and Behavioral Therapy: The programme incorporates trauma-informed care and mental health support to tackle the root causes of delinquency—underlying psychological issues.

The estimated annual cost of the program:

Expenditures for a year range from £2.5 to £3 million, covering staff salaries, treatment and educational programs, housing assistance, and outreach work within the community (Cinini and Mkhize, 2023). In addition to federal grants, the funding sources for this program include state grants, philanthropic contributions, and private-sector sponsorships.

Community/criminal justice partnerships that make the program possible:

Nonprofit and educational institutions, juvenile courts, probation departments, police agencies, and mental health professionals operate this program. This joint operation provides patients with a comprehensive rehabilitation plan that includes legal oversight, psychological therapy, and skill training to achieve lasting changes (Little, 2019).
