You need to provide more background for this section of your paper. Look at the cases of New York and, recently, California who will be closing their private prisions soon and determine why they will be doing so...What government statements have been released? That could help your argument. Also, due to how we are in an election year, check to see if any candidates have proposed eliminating them. That would show how it is a high topic of discussion and relevant. If you cannot find more information, consider eliminating the paragraph.
