The four goals that he would like to use to reform the juvenile system is: 

1. Get to know the background of the youth.

2. Engaging the family- To put supportive services in the family that will help work with them.

3. Do not imprison the youth (juvenile offenders) with the adult offenders during incarceration 

4. Re-establish the community with job opportunitie, education, and community for the juvenile offenders
