Consider the features of a program response that are most effective in identifying the juveniles who are most at risk of joining a gang in your area (or an area close to where you live) and the circumstances that are the most effective steps for intervention. Are these features justification for a separate system for juveniles, or should these be integrated into the adult system? Explain your position and reasoning.
