You are the Superintendent of schools in an urban school district. The mayor has approached you about using two of your high school gyms to house a  nighttime recreational basketball league for inner city youth. You are concerned that there could be serious damage to the gyms themselves and the public buildings nearby would be coming target for the graffiti what would you do?
