1.     Emily Bicchieri is a newly elected city council member in the City of Kelsey. As part of her orientation to her new position, Ms. Bicchieri wants to learn the roles and functions of the people she must rely on for information. Ms. Bicchieri has heard you will be briefing her on policies and program; therefore, she would like to know more about your role as the policy analyst for the City of Kelsey.

   Write a 350- to 700-word memo explaining your role as a policy analyst.
   Include the following in your memo:
   
   • The purpose of program evaluation within public sector programs
   • An explanation of the process of policy analysis in the larger context of program evaluation. Include a brief description of each phase of the policy-making process that you will lead Ms. Bicchieri through when considering program policies.
   • An analysis of the nature of policy problems and the types of problems the City of Kelsey typically encounters
   • Include Title page in APA format and at least two peer-reviewed references from the University Library.
