Review Chapter 3 in "The 9/11 Commission Report." Reflect on the role of different government agencies and branches in countering terrorism.

• Watch the web videos "Cheney's Secret Plan for Handling Detainees" and "Tough New Interrogation Techniques." Consider how the lack of policy prior to 9/11 impacted the approach to terrorism.

With these thoughts in mind:

Post by Day 4 an analysis and evaluation of the pre-9/11 approach to terrorism. Be sure to include an explanation of how this approach was reflected in national security structure, policy, and legislation. Be specific and use examples to illustrate your explanation.
